I have a problem sending money to another Paypal account. Is the problem due to not linking my Paypal with a bank? Kindly help me.

No, because PayPal Kenya accounts accept US Bank accounts only.  Is your card declining? Did you link a card? Are you paying with your PayPal balance? Does the name and billing address on the card match what's entered in your PayPal account?
