I'm trying to do a refund and have followed the instructions.  I went into "activity", clicked on the amount but it did not show "refund" anywhere.  It only showed where I could transfer the money to my accounts.  I'm frustrated because I cannot reach a live voice anywhere in Paypal.

You must have a different user interface than I do because when I go to Activity and click on a transaction, the transaction row extends and reveals transaction details and right there, a button with "Refund this payment", clear as day, is located right under the purchase details and the breakdown of amounts and fees (right side column). It doesn't show you can transfer money from this spot, within the transaction details. The transfer money button in on the Summary page under the PayPal balance.
