Restarting payments to a Merchant who was previously cancelled

A couple months ago I cancelled payments to a Merchant. Now I want to reactivate payments to that merchant but I can't reactivate the payment. How is that done?

I think the Merchant hates your guts 😂

he/she hates your guts for canceling last time that

could be the reason why your not able to reactivate with that merchant 😂

The merchant is iTunes. I had a fraudulent charge,but all that is resolved now. ITunes says I need to log in to PayPal to reactivate and PayPal says I need to activate through the merchant. I have given up on PayPal and just linked to a credit card.
