Reported technical issues from banks regarding internatonal echeque PayPal payments

On the 19th and 20th of April I performed a series of echeque payments to both the UK and Canada. Though the respective amounts have long been deducted from my bank account, they are still pending according to my PayPal account. I was informed by PayPal customer service that there are technical issues with HSBC (my bank), BNP and Credit Agricole which has created an excessive delay in international pay outs via direct debit. Is anyone having similar issues or can anyone confirm this?
