Please be advised that an attempt to refund back to your PayPal account has been declined with a message of Error: As the recipient's country can't receive payments, this transaction is not allowed.
Zambia PayPal account cannot accept payments. Only for shopping online or sending money for goods and services. It clearly tells you. For some countries receiving payments is not possible with PayPal.
If you bought something and the seller is issuing a refund from within the original PayPal transaction, the refund will go back to the card used. Seller can not send a separate PayPal payment as refund.
