If a retailer says they have went be refund will it show up on my PayPal as pending. A shop says they have processed my refund but it doesn't show on my PayPal account.
Then you haven't been refunded. When a refund is issued, you will see a note of it in the transaction details of the original payment and you will see a separate transaction entry for the refund itself. You may also want to keep an eye on the original payment method for the refund too.
