Someone started a claim with me because they didn’t receive there package , I’m trying to refund them their money back but PayPal won’t let me because I don’t have money on my account . I never received the money it’s being held so why can’t they just refund that money back? If I put my own money on PayPal wouldn’t I just be paying her ? I never received their money in my account.

They can't use her funds because there would not be enough as the buyers fee was deducted from that held payment.
So it would need to come from your bank account OR add the fee amount to your balance to refund in full.
Advice is voluntary.
