It is up to the individual CC issuer, as stated in their policies, which, just like paypal's, can often be onerous. Some cards allow as much as 60 days before a submitted credit is posted. paypal just submits the request, taking the money from the seller's account. It is up to the CC issuer to post the refund. Paypal has no control over this part of the transaction.
