A payment has been made for a product that hasn't arrives. Paypal are holding the money. How can I send it back? It says I don't have the money in my account, so where is it?
If the funds are on hold by paypal under the new seller hold then you can still issue a refund and it will come from your bank account, then the held funds will be released to you on day 21.
Failing that you could ring customer services and ask them to release the held funds back to the buyer.
