Refunding buyer when PayPal has transaction fund held

If funds are being held by PayPal for an eBay transaction and I refund that transaction's buyer through eBay, will only the held fund be deducted from my account? Or is there a chance the refund will be deducted twice?

You can only refund via a linked bank account OR cleared funds in your paypal balance, paypal won't use any 'held' or pending funds.
Advice is voluntary.

Will the funds held by PayPal be reinstated once I submit the refund? I've had a couple of refund requests in the past and never had the original payment from the buyer go into a "hold" mode and be deducted from my PayPal total.
Perhaps the refund request triggered a 21-day hold on its funds?
