Refund

I want to refund a payment but the payment is on hold and not in my pay pal balance. Emailed pay pal twice and nothing back

In general, if the payment that you want to refund is held, you should be able to refund it only if the hold is caused by a PayPal dispute or claim. If this is the case, you can issue the refund from the case in your Resolution Centre.
