A customer paid me for a deposit on a painting job to be completed and then asked for a refund because he said it was from the wrong account. I sent the refund and it is pending and showing that it was refunded from my bank account and not the balance. I don’t understand why it would be issued out of my bank account if I never transferred the initial balance he sent to my bank account from pay pal. Can PayPal do that? Take money from my bank account with out my consent?

Yes because you authorised a refund and did not have enough funds in your paypal balance.
Paypal no longer returns the fee you were charged when your buyer paid as part of any refund that you issue, so the amount in the balance would not have been enough to fund a full refund unless you added the 'fee' amount first.
Advice is voluntary.
