Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Item Not Received (INR) dispute.

I tried ordering ubereats, and the it said the payment didn't work/using my paypal didn't work, but when I checked my bank paypal had taken the money out from the failed transaction and I it doesn't show up in Activity
