Refund question...where do refund funds come from?

Hi, does anyone know...when PayPal refunds you because the seller did not ship the item, do they take the funds from the seller? Or did the seller keep the item and my money and PayPal is refunding me from funds that do not belong to the seller?

If you win a dispute then if the seller has funds in their Paypal account balance then Paypal will use them to pay or part pay your refund.
If the seller does not have any funds in their Paypal account balance then Paypal will refund you themselves under their buyer protection programme BUT they will put the sellers Paypal account balance into negative and limit it until he pays them back again.
Advice is voluntary.
