Refund option Error

I have been trying to issue a refund to a buyer for 2 days and have been getting the following error message:

We can't process any refund at this moment due to technical reasons. Please try again later

I have even tried through the eBay refund buyer command from the Seller Hub and get an error message there also. Anyone else getting this?
