Refund not received

A sold a product on depop, and withdrew the funds from my PayPal to my bank account no problems. About a week later the buyer contacted me saying she wanted a refund which I agreed too. In the mean time the buyer escalated the claim to a item not as described, this put my paypal balance minus the amount she initially paid me. I straight away ‘topped up’ my Minus PayPal balance By the exact funds thinking this would automatically work in regards to the buyer getting the money on her end. This was not the case, my balance is minus the amount I topped up by but the buyer has not received any funds. I can’t find a resolution to this as I do not want to pay twice for this. Can I get any clarity on this please ?
