I have received a refund on 21th of January, 2021.
The refund not arrived to my card - that was originally used for payment (Revolut).
Tried to contact PayPal support without luck.
What gonna be the issue? How can I resolve this?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
