Refund fees

I know this has been covered, but I am not sure if things have changed.   I had a good friend send me a large amount, not using the F and F option.   It looks like I am not able to issue a refund to him for the full amount.   Is that correct?

When you click to refund the 'sender' gets the full amount but you won't get your fees refunded that were charged when they sent the payment.
