I sent money to my fiancée, but she ended up having to send it back due to paypal not letting her transfer to her bank, but when the refund was coming it cancelled out of no where and now either of us can report a problem. Does this mean paypal just kept the money because my fiancée didnt get the money back to her paypal as well. Help is needed please.
