I paid £441.30 for an item from a seller on eBay based in Poland which the seller could not fulfil and had to refund my transaction, but I have been refunded £409.66 and I'd like to understand why I'm £31.64 out of pocket on this refund? The refund was processed through no fault of my own, the seller came back and asked me to pay extra for shipping and import duties 'due to Brexit', is this shortfall in the refund down to fluctuation FOREX?
