I agreed to sell an item to a person and he sent me the money through paypal but after taking note of shipping prices, i backed down and i want to refund the payment he made to me. This payment is currently on hold because it had been a while i used paypal. Is there any way to cancel a payment on hold and to refund it or do i need to wait the whole friggin month to be able to refund his money.
