Refund Issue

Hello!!

We are based in India and have a Paypal account. Now, we have been receiving money all the time but this is first time after 1 year we have to refund an amount to our customer. When I Issue refund it says that i need to first add money and i have my bank and credit card linked but there is no option to add money. I am very confused as to how to refund to my customer as there is a case escalation. Kindly help!!
