For at least the last couple of years, anyone I send birthday or Christmas money too never receives a notification. I always have to ask if they received it. It's embarrassing because it looks like I am asking for a thank you. I just want to make sure they got the money. Paypal used to be very good about notifying recipients but not anymore.
I've tried to report it but never got satisfactory results. Paypal says they are here to help but not really. No one to really talk to except the community. And recipients not receiving notification is not one of the choices when reporting a problem.
