I sent a larger invoice to a customer than normal. I checked and we have no limitations on our account. So when the customer went to pay with their credit card it action was declined. They had already checked the limitations on their card and it was okay to pay. So why wouldn't PayPal accept the payment?

You need to contact customer services to resolve any account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
