Receiving payments

I can't seem to be able to receive payments, I don't know why! Can anyone help me please.. I have a personal account and when someone tries to send me a payment it refuses to send, please check the photo in my account to preview the message

Ukraine PayPal accounts cannot receive funds, only send or buying.
