So me and someone did business and he sent the money through PayPal . Not that they have the tracking information and receipt, they are saying my acc isn’t a business acc so they cannot credit my acc unless I go buy a steam wallet with that amount? Is that true? Can someone please help me ? I do not have 350 for a card , this is the whole point of me selling the phone .

Scam. PayPal does not ask you to buy a gift card in order for you to see/receive money. If you do not see a payment right this minute, you have not been paid. Even if a payment is subject to a PayPal hold, you should still see a record of payment in your PayPal account if the money was REALLY sent.
Kudos & Solved are greatly appreciated. 🙂
