My friend in Japan wants to send me money close to $2000 and she called support center and they said that as my account is new I might not be able to receive more than $1000 at this time. I cannot find this kind of info if there’s limit for new PayPal user in Canada to receive. Hope someone can answer this question. Thank you.

As long as your account is verified you should be fine.
BUT if she is sending it as goods/services you may be subject to the new seller hold as per link.
However if she is sending it friends/family (if that option is available in her country) then any review is normally only 24 hours.
Make sure she sends it in your currency ie CAD unless you are happy to accept other currencies.
Advice is voluntary.
