Receiving international payments

Hi! I am from India. I have a normal PayPal account with everything verified and bank account updated. However, I am not being able to receive payments from a friend in a different country. It tells him "Your recipient can't accept payments right now." Could anyone in the community help me out here in how to resolve this it what the solution to this must be?
