Welcome to the PayPal Community!
The country that your PayPal account is registered under will need to match where you live. If you've moved since you originally opened your PayPal account, then you'll need to close your old account. You'll then be able to open a new account with the same information under the correct country. If you continue to use the old account, you may run into an error receiving and withdrawing money from it.
