Receiving Payments On My Trinidad & Tobago Paypal Business Account

Hello, I have been unable to receive money on my Paypal business account and I can't seem to resolve the issue. I have had persons try to send payments to my account but it says "We couldn't complete your transaction". Talking to the agents over the phone hasn't seemed to help as they also try to put me on to someone else which also results to a roadblock. Is it because I have a business account in Trinidad & Tobago that I can receive payments from US accounts. I also tried a few troubleshoots which haven't worked as well. Hopefully, someone on this thing can help me out.
