Why am I receiving $23.97 instead of $25?

Your paypal fee is deducted automatically from your payment before the remainder is credited to your paypal balance.
This is unlike other companies like ebay that invoice you on a monthly basis.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
