Received an invoice that wasn't billed to me

I have an interesting situation here-
I was purchasing something from a small business and I provided an email that was not associated with my PayPal account for them to send the bill to.
It did indeed arrive in my gmail inbox under that email,
but for whatever reason a relative of mine also received the invoice in their inbox too. The bill they got was exactly the same as the one I received and showed up in their recent activity in their PayPal account as well. The invoice did also state that it was billed only to my email, and no others. Our accounts are in no way linked to one another, at least we do not think so. 
So how did this happen? Very curious and slightly concerning.
