Received a confirmation email "payment completed" but the balance is not increased

What a joke. Other than being so difficult to contact the Paypal customer service, it also takes forever to receive a payment. 

 

Yesterday I receive a payment notification via email stating that "the payment has been completed and the fund should be in your account". However, when I checked there is no payment made. I have confirmed my email. Paypal says they will respond to our queries within 24 hours, but in fact, it's been 3 days. I'm so done.
