Is it on the New Billing Cycle when a REFUNDED AMOUNT is Credited back on my Available Credit when I can resend to same Transaction??? I have tried multiple times over 3 Days always get a "SORRY CAN'T PROCESS MESSAGE". My Billing Date is OCTOBER 4th.
