REGARDING ISSUE REFUND

I am going to issuing a refund of USD 31.47 to my customer but when I issue refund it shows insufficient balance but I had balance of USD 31.82.
Please help me to solve this problem.

Paypal no longer refund the fee you paid, so you need to make sure you have the complete amount the buyer paid in your balance.
