Question about sending money to someone in another country using a credit card to fund.

I want to buy some merchandise from someone in another country so I understand the currency conversion fee and I also understand there will be a fee for me using my credit card to fund the transaction instead of paypal balance or bank account.  But my question is, will both of these fees (currency conversion and credit card fee) both be charged to me at the time I make the payment or will the recipient in the other country have the fee taken out of funds that the recipient receives in the other country?

If using goods and services option, there will be currency conversion/foreign transaction fee by your card issuer, but the “PayPal transaction fee” for payment processing is deducted when recipient receives the money on their end.
