Purchased via paypal an itunes gift card at a discount, waiting, waiting waiting

Why would it take up to 23 more hours, after being told there is a delay in processing my order of a discounted itunes gift card?    I read where there may be additional verification needing to be done before processing, but I paid with my paypal balance.    How can I speed this up?
