Purchase with PayPal to a different address

Hey guys, I am interested in buying second hand goods from a person who lives in Virginia and after payment he will send the goods to Texas to my family relative. I live in Israel and my address in Israel is also the address that is updated in the account. Is there still a way to make the deal and be protected by PayPal? Thanks.

You can't add an international address as a gift address on a paypal account.
