Why is my paypal in English?

And when they want to make a translation, I write that I'm a store? what does it mean?

The reason its says about 'website' is because you cannot 'receive' funds in your country.

You only have the option to 'send' payments for purchases.

Click on the link below and select the country you want from the drop down list for options available in that country.

Also contact customer services to have the language settings changed for you.
