Problems sending money.

Every time I try to send a specific person money, no matter what without fail, I get an error sayin services or down or some thing along those line. But then I can turn around and give someone else money and have no problems. I NEED to get money to the specific person that this is refusing to let me send to. How can I fix this???

1. May be her email address is not verified.

2. Maybe she has given you an incorrect email address.

3. Is she in another country with a currency issue?

4. Is she in a country that can accept Paypal payments?

5. Does she have any limitations on her account?
