Problems refunding/accepting money.

Dear paypal

 

I wanted to buy something and I lost my previous Paypal credentials.

However, something weird happend. I had a friend, who is not a minor (like me), send me 10 euro (10.87 dollars).

I accepted the money, now somehow it seems frozen. I can't use it to pay something, because it says i have innuficient funds, proberatly because I haven't connected my social nr (& I am not willing to do so). 

 

Is their anyway, I can have paypal manually refund the 10 euro, to my friend? Because whenever I try to refund it, it says I have not got enough funds.

This is very annoying, and I hope someone here can help me, because I've tried contacting Paypal, FOR OVER 10 TIMES.

 

Their email system works like the chat bot, pretty sure everything i've received are just automated messages, which I find really disapointing, especially for such a huge company.

Paypal does not allow account holders under the age of 18.
PayPal asks for a birth date when you register so whilst you can make a PayPal account with false information the account at some point to maintain funds in your paypal balance you will have to supply i.d. like SSN which you would be unable to do and so your account would be locked for further use.
Minors can’t enter legal contracts so you won’t have any recourse to get your money back.
