Problem with payments

Hello guys, i have 70$+ euros in my balance and i cant use them cuz i dont have a valid card attached to the account what should I do ? 

I want to spend my money from balance . I want to buy that offer from spotify with 1$ 3 months and i cant.. cuz i need a card

You can use funds in your paypal balance 'as long as' they are in the correct currency and not pending.

BUT for some transactions ie digital / virtual or higher risk AND at 'some point' anyway Paypal will ask you to add a card to act as a back up funding source and to verify your Paypal account.
