Problem sending money

Hello. When I try to send money to other PayPal users, I am getting an error saying, "Sorry, this payment can't be completed due to regulations." Customer Service seems to be too busy at the moment to deal with this issue. I just want to know if the problem is my country of origin or some other concern.
