I just got paypal and went to put on a $50 prepaid visa gift card. It let me add the card to the account, but whenever I go to buy something with it, it says "Sorry, but we couldn't complete you purchase using the payment method you selected. You can complete your purchase with the method shown or choose another way to pay." There is no other method (currently), the only card I have attached to my account is the aforementioned visa gift card. There's no billing address for when I got the card. I just went in target and paid for it in cash.
