Preferred Card is not charged when making online purchase but other linked card is charged

Hello All 
I have two cards linked to my paypal account for making online payments.
But when I make purchase, the card that is set to (and displays as) Preferred Card is not charged but the other card is charged.

What must I do ?

Is that card still in date?

Has it been confirmed?

Does the billing address of that card still match your paypal account address exactly?

Have you had any failed transfers from that card?

Have you checked with your card issuer to see they are not blocking it?

Thanks @kernowlass  , yes I found out from my card company that the merchant I was using my PayPal account at is BLOCKED by the card company and maybe that is the reason why PayPal did not pick the amount from it.
