Hi..i purchase a csr part online yesterday. My merchant bank had charged me for the transaction in my credit card.. However the transaction is not listed in PayPal.. Is this a fraud? Is the seller a scam?

Thanks for visiting the Community. I'm sorry you are running into some trouble with a recent payment. If you don't see the transaction in your PayPal account, but you do see it on your card statement as a PayPal transaction, it's possible the transaction was done as a guest checkout. Guest checkout does not require you to login, but rather asks for your email and card number.
