Why am I forced to accept Pre-Approved Payments when transacting a one-time payment to a vendor?  

Is this a PayPal setting or does each vendor request this option? 
I find that almost EVERY time I make a PayPal payment I am forced to accept the pre-approved payment plan before I can finalize the transaction.

This is a major problem and causes problems with future transactions with vendors.

I should not have to go into my account settings to remove the pre-approved authorization each and every time I make a payment on PayPal.

This default NEEDS to be changed so that setting up a pre-approved payment is a selection requested by the client FIRST!
