When I tried to pay for the using my paypal customer account getting the message "Sorry, we weren't unable to setup pre approved payments at this time. Please try again later" as shown below from subsequent payments after the first one.
Verified in the "My preapproved payments" page and can see the entry for Merchant where the payment is initiated.
Merchant account has the "Reference Transactions" enabled. Below is the message received from PayPal.
