Someone has "accidentally" sent me a payment of $500 out of nowhere and is asking me to refund it. I would be happy to do so but I'm afraid it might be a scam to get me to pay $500 of my own dollars. I haven't accepted the funds yet. Is there any way to just decline the funds instead of refunding it, and if not, is it safe to refund the $500?

If its not in your paypal balance and its asking you to accept it then don't do so.
If you accept it and refund you will be charged a fee and not get that fee back when you refund.
But if you don't accept it then it should time out at 30 days and go back to the sender.
Advice is voluntary.
