Possible scam

Today I had to receive a payment but the other one said the transaction was 98% complete and had to add a voucher to complete it, is this a scam? The country is italy

Oh yes, typical SCAM.

Paypal never tell you to send money in any way shape or form as a seller unless you are using paypal postage.

And you never do anything until the funds are SHOWING in your paypal balance.
